Who is conducting the survey and what are their roles?
The County of Santa Clara’s Office of Labor Standards Enforcement (OLSE) is partnering with the University of California, Berkeley, Labor Occupational Health Program (LOHP), and local community partners to conduct a survey to identify issues facing retail food workers in Santa Clara County. LOHP has designed a survey in collaboration with OLSE and grassroots community organizations, with ties to worker communities. These organizations will recruit and administer the survey. After surveying is complete, LOHP will analyze the data and provide a report describing the results of the survey.
Why the retail food industry and how will the survey findings be used?
OLSE is interested in the retail food sector in Santa Clara County because of the sector’s relatively high concentration of vulnerable workers. In 2021, the U.S. Bureau of Labor Statistics identified food preparation and serving as the sixth largest occupational group in Santa Clara County, with a mean annual income of $40,640. To ensure the County can meet the needs of retail food workers, the County plans to use survey findings to:
- Inform OLSE’s future actions in addressing needs of retail food workers and businesses;
- Generate data that could be easily combined or integrated with data generated by studies of retail food workers in other parts of the state to produce a broader analysis and reports regarding retail food workers;
- Capture information that can be used to inform efforts to improve working conditions and protect workers’ rights;
- Provide baseline information of retail food sector workplaces in Santa Clara County for comparison in future studies; and
- Share the study’s findings and resulting reports with retail food workers and businesses in Santa Clara County to improve working conditions and protect workers’ rights.
What is the purpose of the survey?
The purpose is to capture information and learn about worker experiences in the retail food industry and inform current and future County activities to ensure all workers have safe working environments and that employers comply with all relevant labor laws.
How will the survey be implemented?
Local community partners with ties to worker communities will recruit and administer the survey. Upon survey completion, workers will receive a $25 gift card.
Who can participate in the survey?
Nonmanagerial workers who are at least 18 years old in the retail food industry countywide are eligible to participate in the survey.
Why is OLSE partnering with LOHP for this survey project?
OLSE envisions a Santa Clara County with safe and respectful workplaces for all and is committed to the County’s mission to plan for the needs of a dynamic community, provide quality services, and promote a healthy, safe, and prosperous community. LOHP has the expertise to design research instruments, analyze and report findings, and will provide survey data to UC Researchers for storage and analysis and provide recommendations based on the findings.
